The Foresight Center’s report “Estonian Economic Situation and Outlook 2025” is an overview commissioned by the Economic Affairs Committee of the Riigikogu, with the aim of assessing the competitiveness of the Estonian economy and offering research-based recommendations for strengthening it. The work was carried out by a panel of competitiveness experts, which included representatives from the Foresight Center, the Bank of Estonia, TalTech, and the University of Tartu. The report addresses both global economic trends and Estonia-specific bottlenecks and opportunities, offering solutions in areas such as the energy system, communications infrastructure, corporate financing, and agricultural productivity.
The report emphasizes that Estonia’s future competitiveness increasingly depends on the development of high value-added sectors, where technology and science play a central role. It is in this context that the chip center has important strategic significance – it helps to strengthen Estonia’s position in the global value chain, supports the digitalization of businesses, and creates the conditions for the emergence of new innovative industries. The development of chip technology in Estonia is in line with the report’s recommendations to increase investment in research and development and strengthen technological independence.

The Chip Center was launched in March 2025 by AS Metrosert, the Enterprise Estonia, and the Estonian Electronics Industry Association. The Chip Center’s mission is to support companies, especially SMEs and start-ups, in developing their chip design capabilities and improving their skills.
